All Skill Crests have two options. You may only choose one of them. Once they are equipped, they can be recovered by NPCs Bailey (Carderock Pass) / Stashy (Saint's Haven).
1. Increase the Damage.
2. Increase the Action Speed.

Increase the Action Speed. (Enhance mobility)
Where can you find this Epic Crest?
You need to fulfil the following conditions:
- Astral Coven Laboratory or Assassin's Den at Abyss difficulty;
- Dimensional Box Key x1;
- Gold Dimensional Rabbit (Black body with white hat) appears.
Magic
1. Damage is increased by 5%.
2. Action Speed is increased by 10%.
Rare
1. Damage is increased by 10%.
2. Action Speed is increased by 30%.
Epic
1. Damage is increased by 20%.
2. Action Speed is increased by 50%.

You should verify these drops because I found this crest at Assassin's Den.
