1. After talking to Guardsman Joey, you will obtain a "Green Stain". Talk to Stashy (Saint's Haven) to proceed.

2. Defeat a Devout Brethren Fire Mage to collect a "Green Drug".

3. Go to Stashy (Saint's Haven) and you will obtain a "Green Drug Manual". Talk to General Duglas (Royal Castle in Saint's Haven) and Guardsman Joey (Saint's Haven) to complete the quest.
